Not sure if you can make a "Catch 'Em all" type game but you can make something similar through scripting, custom art, and music.

Hm, are there any programs on Steam that would be more fitting?

This is probably the easiest program you can find if you want to start from the beginning. (You can probably find a pre-made Pokemon script somewhere) Another possibility would be using an editor that can edit the original rom files from the games. (Just google Pokemon rom hack)

I remember that back in the day somebody made their own Pokemon game that worked pretty much the same as the orignal game in RPG Maker XP so I guess it's possible
The game was called "Pokemon Pyrite", look it up
You can DEFINITELY make a Pokemon game for fun. No doubt. It will just take time and good scripting. It may not be exactly the same, but it will definitely be similar.
Yes, you are able to make a Pokemon-like game with it but from a legal standpoint, you may get a cease and desist.

Well off the top of my head, yes there is probably some sort of way. But it would involve creating characters for every enemy you add to the game, along with a level chart for them, and an item that could be dropped by them that will add them to your party. That would be the easiest way to do it that i can think of.
edit: of-course having some monsters having those "capture items" drop rate rarer than others.
I wouldn't know if this way works though, cause i haven't tested it.

There are various ways to do this. Depending on how accurate you want to be to original Pokemon games, you may or may not need to make or find scripts for it.
Here is a fun example: If you want to be able to easily collect Pokemon characters that join your party, you could just go to your Database, and change your Actors to various Pokemon graphics. You'll need to import graphics for this, too, of course. But then, just put an event on the map, and use the "Change Party Member" command to make it add the desired actor to your party. Now you'll be walking around with your pokemon following you! This is just something simple and fun, even if it isn't quite like the original Pokemon games.
You could, but you're probably better off looking up the pokemon system for game maker studio, theres script and asset packs for all that.
